I don't usually study proofs. But to me it looks like MD

It may look like it, but it is not. It is a doubled die. Class 2 doubled die.

Note on the stage 'A' example on the link. note the upper curve of the 'C' on cent. That is Machine Doubling, the lower curve is a DDR. Note how much flatter that area is. The contour is gone, the color on that area is lighter because it is flat. So while the other areas look similar to MD, the contour of the devices are there. (Yes Machine Doubling happens on doubled dies also. it has two chances on proof coins as it is struck twice.
On the stage 'B' images you can see the MD and flat field doubling on various areas on that coin as well. On 'OF' you can see the flat field doubling on the right side of 'O' on OF. On the EPU you can see MD on the left side of the EPU devices and the left base outline. So how could you have flat field doubling on the right and MD on the devices on the left? Well remember these coins are struck twice. Do die movement was not in the same direction both times. Hope this helps? If not ask another question.

Ahhh I see now. You know I guess I could have taken a peak at the ddrs on the doubled die sites before I made the determination, cause it did look like a DDR on the "UNI"

It was one cent that threw me off

The class 2 doubled dies are harder to tell of they are doubled dies or Machine Doubling. But we catch on. Eventually...

They are easier than some of the others. They mostly hang out on the outside edge of the devices:
