I am not into paper money. But as a coin can get grease on a die this appears to be lint on the roller (not sure if that is correct term). It does look like it is from the mint in that condition. It will be interesting to see what some of the experts say as far as if it increases value (which sadly I doubt).

Given the first picture, I'm leaning towards it caught a teller's stamp at a bank or similar place.

Others may have a different opinion.
