The rims/edge area screams PSD.

I agree with coop, at first glance it looked like it could be a Lam! but looking at the Rim and the damaged edge it becomes clear it is a PSD. Either gotten squeezed by a Plier or simply logged in between some mechanical device! either way it is a damaged coin and after it left the mint.

It's just Post Strike Damage. It's also not a Doubled Die Obverse.

Its a zinc coin. They don't have lamination. They may have peeling plating or struck through a peel. But what this reminds me of is the kind of pliers you use to fasten a solder less end on a wire. Most have red/yellow colaspable ends on them. But what every it is, it is PSD and worth what it says on the reverse.
