Appears to be a sea salvage piece that was very harshly scrubbed. Details are still pretty sharp though. Certainly worth more than melt as there are some similar ones on ebay that have recently sold for around $100.

I don't know why Numista keeps putting "rare" next to coins that are not. It seems to be the usual confusion that higher value means rarity.

Many of the Philippine Pesos were sunk off the coast when Japan invaded in WWII. This could certainly be one of the sea salvaged coins that was cleaned. Many were scrubbed up after being recovered after the occupation.
Finding an original Peso is not easy. It is certainly still worth more than bullion.

Probably a $60.00 coin give or take $20.00.
