'Tis the same bird that's on your other coin. The coin is an Austrian 2 heller of 1894.

The double-headed eagle was an old Byzantine Empire symbol. The bird looks both East and West, symbolizing an empire that rules over both the East (Asia) and West (Europe). The symbol was annexed by Ottoman conquerors of the Byzantines, and was also used by the Holy Roman Empire and several other European monarchies (most notably Russia) to symbolize their goal of a world-spanning empire, and to stake a claim as being the one true successors to the ancient Roman empire.

Austria was also one half of a "federal empire", the Austro-Hungarian Empire. So in Austria the two heads of the eagle took on a second meaning, standing for the two (theoretically) equal halves of the empire (Austria and Hungary).

This is a 1894 2 Heller from Austria. I believe that is either the Hapsburg coat of arms on the eagles breast or the Austrian Federal Shield. Unsure of the eagles meaning but I'm sure someone else can help fill in the gaps. Good luck to you.
