Most likely, that is damage from a coin rolling machine.

That circular scrape is indicative of machine damage.

To CCF! This is Post Strike Damage (it happened after it left the U.S. Mint). You can see the pushed over and scratched metal. It was most likely damaged by a Coin Wrapping Machine.
