This isn't a Doubled Die. A Doubled Die only refers to the duplicate doubling of the devices in the fields. This is called Rim Finning. http://www.error-ref.com/finning/

Looks like on the head there is a foil layer of copper on top of the first plating that was struck onto the coin. As mentioned a tilted die strike, then the fin flattened probably when the coins were rolled. That flattened it. Also there was an over polishing issue on the coat area near the date. But Not much adding up to exceed what is marked on the reverse.
