Yep, it's Machine Doubling. You can see the reduced devices and how it's shelflike in appearance. The reverse looks like it's in a Early Die State, since the details are very sharp and crispy.

On the tops of STATES that is coin wear on that area. (The area we look for hub doubling) But in this case it is coin rub on that area.
