The mark under number 9. Is it RPM D over S or? IDK what it is and I try to take a pics in difference angles hopefully some Masters can figure out . Please helps

I can't tell if it's a contact mark or if it's a Die Crack under the 9 of the date? More members will be along their way and will chime in with more answers.

Edit: The shadowing you're seeing is Machine Doubling, since the devices are reduced in size, and it's shelflike in appearance.

What side. On the date on the inside of the coin it is slight Machine Doubling. On the outside facing the rim, it is die wear showing. Neither will get you more than a cent each for them.

Mr. Coop I do not think it incuse..It more like die crack or chip just like a line ?
