I think what you are seeing is the metal pushed aside and up by that cut/scratch. My guess: there is/was no mint mark present.

With a cut like this on a coin, it would be considered a cull coin. A damaged coin.

cull coin
A coin that is basically non-collectible due to its extremely bad condition. A coin that will not even qualify for a grade of Poor-1, usually because of extensive environmental damage or other post-striking damage.

That's Post Strike Damage. Someone the coin coin with something sharp. It's unfortunately a cull coin now as others have said.
