$100 Bill Error? Can Someone Help Me With This?

I'm looking for any information on what I believe is some sort of printing error on a 2013 $100 bill. I have never seen anything like it and I'm not sure that it is even a printing error or some sort of binding crimping impression. But within the area of interest in the bill, which you can actually feel with you hands, it makes me think of Braille, but within the white border of the bill looks to be the yellow from the stamping of the small "100" that is printed next to the portrait on both sides. I've included the best photos I can to help get the best understanding of what I'm talking about. Any expert information would be greatly appreciated. Thank you.

Could it be from a bank counting machine...maybe adjusted with too much pressure?
