The "balloon" devices? That was a design flaw caused be overusing the Master working hubs, they were all in later die states of wear and deterioration. Die Deterioration means that metal was flowing outwards within the die itself. Stretching the devices, moving closer to rim. 1969 saw complete revisions of all the dies. Devices became smaller and clearer. even the mintmarks were changed!
