It's probably a Garage job. One coin has been placed on top of another coin, and was smacked with a hammer very hard. It's Post Strike Damage (it happened after it left the U.S. Mint).
If you want, you can try replicating this (but only use coins in really rough and crappy condition). Just get two coins, and smack it very hard with a hammer. You'll get this result if you do.
Hey Coop, when I had bought a new to me but used Chevy Blazer to use as my rural mail route vehicle, I was told to christen it by "keying" it. That's taking a key and raking the side with it...all mail vehicles get trashed through the use, might as well start marked up! LOL!
