I was trying to give some credit to the reverse. Agree the obverse is low VF.

Thanks everyone for input—guess I need to work on my grading skills—- —BH-1964: so they would grade this coin problem free even though considered cleaned or are you saying was not cleaned or minimal cleaning that considered problem free?

What BH1964 means is that a TPG will consider this coin "market acceptable" and straight grade it even though it's been cleaned. I respectfully disagree with this, as IMO it's been cleaned a bit too harshly to be market acceptable. But that's fine, as we all have different opinions.

Is it known that one of the grading services is less stringent in grading coins cleaned or scratched if I sent a coin out for slab

Unless they are basement slabbing companies, no.
Do not send this coin to anything but PCGS or NGC in my opinion.

Many 19th century have been cleaned at one time or another and are considered market-acceptable for problem-free today. Your coin shows no signs of a harsh cleaning and could easily grade problem-free. That doesn't mean that on a given day a TPG might say it's cleaned but far worse pieces are in problem-free holders. That much is certain. Here's a few problem-free PCGS pieces:

The flashback is perhaps exaggerating the surface flaws and contributing to the sense of cleaning.

The thing I see with the coins I have submitted is that they really look good under my naked eye but look kind of crappy once I take photo but photo is higher magnification than that the handheld magnifier I have—looking to get a better magnifing lense in near future
