No RPM. Just the broken post that would have formed the center of the mint mark, broke off the die so deep, part of the die left a void. So what you are seeing is how deep the void was when this happened. (The deeper the void of a broken post or a die chip, the taller the raised ares will be on a coin.) The dies area a negative of a coin. Highest points on a coin, the deeper the die is affected.
