It's only considered an error if it happened at the Mint.
Since this is impossible to have happened then, it's considered PMD.

It is PMD, not a mint error.

To CCF! It's only a damaged coin, and it's not an error at all. It happened after it left the U.S. Mint. It has to happen inside of the U.S. Mint to be considered an error.
