The use of Arabic lettering in conjunction with "normal" Western numerals is indicative of the North African nations: Morocco, Algeria and Tunisia. In this case, it's Algeria, a 50 centimes dated 1988 commemorating the 25th anniversary of the constitution. KM# 119.
