See the upside-down-heart shape in the middle of the denomination? it's a "Persian 5", and it's only used in Iran, Afghanistan and some of the former Indian Native States.

This particular one's from Iran, a 250 rials of the Rpublic, dated 1376 in the local calendar (= 1997 AD). KM# 1262.
