Welcome to CCF! This isn't an error. It's damage. It's Zinc Rot, from the Copper plating breaking.

@Jpacey, first welcome to CCF. Second, no need to have the post be a poll--it is fine to just ask questions. Finally, with regard to your question about the lines underneath the letter of LIBERTY, I agree with E&V that it is just damage. However, I don't see any evidence of zinc rot in this location (i.e. below the letters). If you look closely, you can see similar linear scrapes across the letters of LIBERTY: across the tops of the letters L I B E R T and also near the bottom of E R T. None of these are mint errors and this coin can be spent.
