I don't know what it is, but there shouldn't be any mintmark at all on a 1966 LMC!

There were no MM placed on 1965 1966 1967 and 1968 Cents .
can you back up the picture a bit and post another with reverse as well.

It looks like a normal over polished Philadelphia LMC.

1968 no mint mark would be a Philadelphia cent. The 1965-67 cents had no mint marks on them. The mint was trying to catch up with the silver disappearing from circulation. So they didn't put mint marks on those years. They didn't make Proof sets either. They made SMS (Special mint sets) those year. In 1968 the mint marks appeared again. There were Business Strike 'S' mint cents and Proof coins from the San Francisco mint with 'S' mints on the proof coins. (As long as they remembered to put them on them)

All three mints were producing coins in 1965,1966,and 1967. The lack of a mintmark does not mean the coin came from Philadelphia. There is actually no way to tell which mint a coin came from durring these years.
