Yes there is a stain there, there is also a small raised "dot" below the eye, unfortunately that dot is part of the design and is on all 4+ billion 2017 P cents.

Are water stains raised? It's definitely raised on this coin. Like a bump, too hard to take a pic. I'm thinking Cud like the "George Washington booger". Anyways I think it's way cool and if I had money to throw... I'd be all over it.
