It's a sticky residue stain. It's Post Strike Damage.

Is the bay raised or incuse on that area? (sunk in) If it is raised, it might be moveable. If it is incuse it would involve damage to the die or a struck through debris/dropper letter or just something sticking on the coin. So a closer view might tell us more.
