Because the rim is not a product of the hubbing process, it
cannot be a doubled die,
ONLY a hubbing of the master dies creates this effect. You may have a variety of machining effects, movement at strike, over-pressure strikes, misaligned dies and milling defects of the rim offset areas, but
NEVER is it considered doubled.
Now, the bust may indeed be, but most are one of two things, MD(machine damaged/movement) or is MDD, the Master Die hubbing process was doubled effecting may dies of a specific year and series. 1972 cents are a prime example that mimic
DDO's. Doubled dies of the bust, are more localized, the eyelid, face area of profile as this half dollar:
