Low mintage. There are 46 dates and mints in the series spread over a 33 year period with a TOTAL mintage for the entire series of only around 6 million coins. And a third of that mintage comes from just two issues 1871 and 1872 Philadelphia. Another third over five more issues 1859, 59 O, 60 O, 69, & 70. Those seven coins account for 2/3 of the entire mintage. If you assume a 10% survival rate, which is probably generous, that leaves 200,000 coins, in all grades, for the other 39 issues. Most of those survivors have been messed with. If you want better grade coins there just aren't enough unmessed with pieces to go around so as demand rises coins that would normally not be acceptable "become" acceptable and get straight graded.

I think the TPG graders should be subject to regular eye exams.

Why because you disagree with a picture (from a place known for making classic coins look horrible in their photos) that can make a coin look any number or ways?

My thoughts are this coin did not look like this when it was first submitted to PCGS, I think it had been dipped and the toning is now coming back and not in an attractive way. It may have looked better when graded.

Those are Great Collections pictures. It very likely looks different in hand, like I would probably bet money it isn't as washed out
