Came across this coin and would like to know if the P is double die and also the material seems to look wrinkled any info on that would be great !

Your doubling is actually due to a worn die, known as DDD ( Die Deterioration Doubling )your coin also shows Struck Through Grease around the IGWT Motto.

It's Die Deterioration Doubling, caused by a worn die. This happens when they use the die too long. It's very common on the ATB Quarters.
