It's hard to say what purpose the added numerals would've served, albeit the job's rather neatly done. The reverse is unremarkable.

Someone decided to counterstamp this Indian Head cent. I don't know why, but people sometimes do weird things to coins.

Looks like the same punch was used for both numbers. Maybe a token (I won't comment on 69).
