I received an "Uncirculated" U. S. Mint set as a gift several years ago and decided to take a closer look at the individual coins and discovered one with a lot of damage (shown below). My question is, Should a coin with such damage be called "uncirculated."

If it is still in the OGP,then yes it is still uncirculated.

They can be damaged at any point from minting to packaging and it will still be uncirculated. The mint didn't take any special care of these, other than to set the bin aside to go to packaging. They are getting better these days, somewhat.

Take a coin out of a mint set. Scratch it, smack it, kiss it. It's still uncirculated, but damaged.

Nicks and dings and scratches and bag marks are part of a process from the moment that the coin is released from the mint until we get them, those that are mint wrapped and as mentioned are still in original wrap are considered Uncirculated regardless of their condition and that's why we pay much higher premiums for higher grade coins.the higher the grade the pricier they get.

Damage is very common on coins, as they get banged around in the hopper with other coins going in. They pile up on each other, causing damage to the coins.
