Meow has noticed that certain dates or eras had deeper devices. Also its pretty nice for its age. Meow would keep it as 1982s are more collectable than some common valued dates.

Meow thinks that in certain years Washington's bust pops up more on the coin. Hmmmm, Meow knows that is not the right terminology, but Meow has noticed that while CRH quarters.

A ATB or State Quarter has Washington's bust forged much shallower.

Correct. They made the relief much shallower to be able to strike coins faster.

1982 is the year that the design was spreading out so much (Like the 1968 cents) that even Machine Doubling would make the devices bounce over the rim.

When you look at the years of quarters you can see how this happened and how in 1983 they fixed the issue:

Note how the space between the device and the rim get closer and then fixed with a new master hub in 1983 for quarters. (The same fix in 1969 with a new master hub created for cents)
