Meow- All Canadian business strike cents between 2002-2012 had steel cores and are magnetic.

Better have deep pockets if you wish to purchase these two coins. I believe they cost as much or more than a 2006p non-magnetic.

Yes, but since they were only found in sets, they're best thought of as part of the non-circulated category.
I'm working on a complete penny set, including all the 2006 varieties... but am not worrying about 2003 and 2005 non-magnetic errors.
