It's Machine Doubling, since the devices are reduced in size.

It is called a "high bounce" movement of the die upon striking. Not much energy on the bounce to dig into the device. Think of a hammer and nail, on hitting the nail the hammer bounces some to release the energy expended(basic physics of momentum). It can bounce numerous times, by landing in different spots and directions. This on dies causes the sharp edge of the device on the face to smack into the already formed letter. It may push the device, smash it down some, which is why we say is decreased in overall size. A hub doubled device will actually add size to the device either very noticeably so or quite subtle, but will always be increased.

Note the affected edge? The devices are pushed upwards a bit from the MD. This often happens on MD coins.

Thanks all. The red arrows in my photos are pointed to a raised parts. As it was collecting while it was pushing back, Did I get it?

You got it. Remember the devices will be enlarged on a doubled die. So if the devices are normal sized, the altered looks on devices probably won't be a doubled die.
