It's neither. It's a Linear Plating Bubble, not a Die Crack or a Lamination. Laminations are not possible to happen on Copper plated Zinc Cents. http://www.error-ref.com/blisteredplating/

I would say cladding issue, however no one has ever explained how those bumps happen ( gas bubbles are round ).
I have one were a small rectangle juts out of Lincoln's chin. Odd error.

It's not a cladding issue. Clad is only used in Dimes, Quarters, and Halves. This is a Copper plating issue, since Lincoln Cents had there composition change in 1982.

It may be a plating bubble, or it could be a die gouge. I really can't tell which.
