Look at the E in STATES. Is that a strike through error?

to the forum!

Since it seems like the metal is pushed over, it's a contact mark or damage rather than a strikethrough.

To CCF! That letter "E" in "STATES" is just damage. It took a well placed hit, causing the metal to get pushed over.

But it is a silver coin. So its worth more than face. It has melt value.

You should include the date, mintmark, and the denomination in your titles.
