I cannot comment on whether they are genuine, especially with the mass pictures provided. but if they are, they would certainly be a valuable collection. Some things to consider. What do they weigh? Does their weight match the published weight on NGC's website? Are they magnetic? Real ones should not be. If you have the ability to have them XRF tested for silver content. Of course, do not attempt any cleaning, and do not handle with you bare hands.

 If indeed genuine, these are worth quite a lot, like thousands, don't seem like an item to be forgotten? If it's a counterfeit collection, it may be worth some for examples to a serious collector...

Worth-wise, would make a difference on whether they are real or not, but even if fake, a pretty nice "collection" of fakes there. Could also take them to any local coin shop to see if they can provide insight on authenticity or not. Good luck and nice find!

I highly doubt they are real, seen way too may fakes to me to believe that this is real. First no serious collector would entertain placing thousands or dollars coins in cheap plastic covers and then forgetting about them o.o. secondly they are widely copied and any that are found need authentication. Thirdly they are worthlessness only good for novelty items.

Let's not jump to conclusions. I don't think anyone can make a final decision on these coins based on the images, and anything pertaining to the story is speculation. There are millions of people out there and weirder things have happened.

You can buy pre-assembled albums of coins like this from tourist places in China. The coins in the albums are, of course, all replicas/fakes/fantasies. Hopefully, the tourist did not pay millions of yuan to buy it!
Making and selling fake pre-Communist Chinese coins is perfectly legal in China. Selling genuine pre-1911 coins to tourists, however, is not legal.

Selling genuines is not illegal okay, please get your facts right. Its only illegal to take them out of the country. It at the local authorities whims if you can take it out or not (Without permits!).
Like I said it is definitely possible to take some items in and out of the country especially low value items that are genuine articles. However if you want to take a Ming dynasty vase that has the emperors seal on it and is real, well good luck to you

I dont like jumping to conclusions about coins however with Chinese coin without authentication papers, then I will says fake, then there is the thing about coins coloration even from the pictures tell me they are almostly certainly fake, but that being said I can't guarantee they are fake without them in the hand to see.

Thanks for the input everyone. I will take them to coin collector to find if they are real or fake...I was just wondering if there was anything that gave them away as blatant fakes.

They are fakes for crying out loud. A lot of these are excessively rare.
What can you expect with a country where food, vaccinations are tainted and counterfeited? Certificates? They can be forged and counterfeited as well so take everything with a grain of salt! Copyright? Copying is right isn't it?
