I don't think its post strike damage, there are no other marks on the coin to suggest that it was damaged and these enhanced uncirculated coins were handled similarly to how proofs are handled. The fact that the incuse markings look exactly like the letter N and are right below that letter N strongly evidences that it is a dropped letter error.
