It's normal. The only doubling it shows is Machine Doubling.

To me it looks like a Struck Through Grease issue. The wider devices are filled on the die with grease (the tops of the devices are prevented from striking up) so they look flat and lower on the coin. The FG is also weakened by same thing. So no premium for this.
