That's Post Strike Damage (it happened after it left the U.S. Mint). It took a hit, causing the metal to get pushed over and flattened. It was most likely on the pavement and got run over a couple of times by cars. It's worth face value, since it's a damaged coin.

It's not quite beat to heck, but close. That is all damage and makes the coin worth face value only at best.
