Something got on it before packaging hence the black on the pillars - NOT coming off. EWWW an AH CHOO from the mint worker - yuck

Looks like a really bad carbon spot on the "A" of "AMERICA" unfortunately. That's stinks really bad, since it's on a DDR. I would just leave it the way it is, because you would probably end up ruining your Proof coin trying to get rid of that carbon spot.

Edit: So Mark, it's a sneeze droplet mark from a Mint Employee?

As mentioned it is a carbon spot. The metal was defective. Don't buy coins with this issue off ebay. They keep getting worse with time.

You could probably send it off to NCS... Never done it and not sure what it costs, but it's an option.
