Looks like wear and tear; called PMD or "most mint damage"

To CCF! This isn't an error. This is Post Strike Damage (it happened after it left the U.S. Mint). It might of been on the ground for a while, and got run over by cars possibly. It's unfortunately a damaged coin. The metal has been pushed in and flattened. It's worth face value.

First thing to look for on these is if the coin is still round. On the first image you can see the metal rub from the center outwards. Rim distorted and the excess metal beyond the rim. Thus I knew it was PSD for the first image.
