It looks like a damaged coin to me.I see the remaining devices in WE TRUST clearly, if it was a die cap they would have been blurred out and not readable. Here is my example of late die state.

I saw something that coop posted a few months back but it looked similar. I think it was from a an old school change dispenser or something like that. This looks way worse than that example but very similar. Either way it's still PMD
