That looks sawed into. When you hold it up to the light, is that whole area missing? Or can not see light? Also the weight. If sawed into, it will be lighter. If it is split, then the weight should be normal.

 to CCF! That is Post Strike Damage (it happened after it left the U.S. Mint). It's damage. It looks like someone cut into the planchet with a saw.

You're right, you can see the light through it. Don't have a scale to weigh.

 I'm thinking someone testing or playing with an EDM or similar type cutting machine. The depth of cut is only limited by the machines design. Or as coop mentioned, someone maybe practicing or playing with a jewelers saw. Thanks, Doug.

Wire EDM was my first thought but there may be saw blades that fine.  to CCF Great gallery with descriptions Coop!

Took a look on a jewelers supply site and you can get saw blades down to .007 inches wide. A typical sheet of copy paper is .004 inches thick. So a saw blade not quite the thickness of two sheets of copy paper.
