These "started" holes don't bother me that much. I actually own 2 of them in comparable grade and was able to get them for much cheaper because of it. I've probably seen half a dozen others and they tend to be just a single indent about this size located above the head. I liken it to a chop mark and helps give me some belief in authenticity.

You're right they are punches, this should never have straight graded, even with them being lenient or net grading. As spots I could see it grading, but not with deliberate, intentional damage.

This is a "details, damaged" coin in my opinion that should not straight grade.

Here's another "started hole" near the same location. wonder if these are like chop marks to verify composition. why else would they not be drilled all the way through?
