Pretty sure it PMD, I think it some sort of coin machine dmg. But the milling confuses me I thought it would have been smooth.

It's not "milling". It's likely tool marks, from pliers or some other kind of grippy thing.

I think someone has posted a coin like this before and I don't remember what the consensus was but I would agree with Sap.
