Considering the Denver mint was making their own dies at that time from a master hub supplied by Philadelphia, in order for them to have made a WAM that year the master hub would have had to have been the master proof die hub (Highly unlikely) and since all the working dies descend from the same master hub, ALL the 1999 D cents would have been WAM's.

 with Conder. There is almost zero possibility to have a WAM 98D, none have ever been reported. There have been instances where the leg of the A had been polished (which makes details thinner), but no wide AMs were hubbed.
