Interesting coin--it doesn't look to me like it has been purposefully removed or worn away (although this coin does have considerable wear). I'm going to guess that the mintmark didn't fully strike up due to a grease-filled die.

Probably most likely caused by a Grease Filled Die, with heavy circulation wear as well.

Looks like a worn die and coin with circulation damage/wear.

I see a faint P to the right of the hair pony tail, where the MM should be, about the 4 o'clock position.

It a Philly quarter. The horizontal last image shows it a lot better.

More than likely Struck Through Grease.
Reminds me of the Quarter a couple of weeks ago
with a filled MM and the OP was asking $100,000 for
it as a one of a kind on Craiglist.

I agree with Coop. The bottom part of the ponytail looks a little flat also from being Struck Through Grease and circulation wear.

MM is missing due to a Grease Filled Die.

Since the mintmark was in the master die (possibly the master hub) after 1989 the only way it could be missing a mintmark would be if either it chipped off a working hub (in which case every die that hub made would have a missing mitmarks and there would be tons of them out there) or if the mintmark filled with grease in a working die.
