Looks like a RPM, but my eyes are partial to my wants. Lol!

Not how you see it on the top and bottom of the mint mark. That is Machine Doubling. Not a RPM. MD affects the outside edges of devices. (including the mint mark) If it were a RPM, then you would also seen the inside of the mint mark area affected. Also the devices of the MM would be enlarged, not reduced. So it is just an event that happened after the coin was struck by die movement. Probably other devices on the coin will also show this.

Yep, it's Machine Doubling, since it's reduced, and is shelflike in appearance. It's not an RPM. http://www.error-ref.com/machine-doubling/
