Looks like DDD to me, not a doubled die.

Not a DDR, possibly a plating issue or a worn die like previously said.

I agree with above, it is a split plating doubling and a very worn die.

It's Die Deterioration, caused by a worn die and Split Plate Doubling, not a Doubled Die Reverse. http://www.error-ref.com/split-plate-doubling/
