I'm still learning how to decipher from doubled eyes Machine Doubling and Strike Doubling. Here are the pictures I have you will see what app is to be doubled in the words quarter dollar as well as Liberty and also the P mint mark. If the scratch is under the "E" itself, then it could be damage on the die (Die Damage), or something else. I'm not sure how it happens, but someone else can explain that to you. Errers and Varietys.
