Looks like a gas bubble.
This link shows it on LMC's but the pics are very good reference. This can happen during strike or PMD from a fire.

@aviate, first welcome to CCF. Second, I agree that your coin was most likely heated and this caused the flan deformation. In the absence of solid evidence of this occuring at the mint (such as it being pulled from a mint-sealed bag), I would feel pretty comfortable calling this damage which does not add to the value of the coin.

If the weight is normal it was heated and the bubble flattened.

If the weight is above normal, then something is on the coin.

Either way, the coin is altered and not a collectable.
