I don't know all that much about error coins, but I don't believe there is enough overall wear on this coin to warrant labeling the weakness on both the obverse and reverse as circulation wear. What do y'all think? Filled die, or something like that?

I would lean more to a weak strike rather than wear.

Dies aren't set in the press so that their faces are parallel. Notice how unusually sharp the denticals and rim are on the left hand side of the coin. The die faces were too close together on that side and too far apart on the right side. So when they came together on the planchet they hit on the left side first and that side struck up well, but stopped the dies before the right side could strike up.
