Not too sure but definitely think I'm seeing an over strike here. Am I wrong? Possibly?

I'm not exactly sure what you see that makes you think it is an overstrike, but I do see a lot of staining (damage) on Roosevelt's face.

Spruett001, my original comment before I deleted it was "That is Paradollia." So far with the pictures provided, there's no errors, just stains and scratches.

Kind of two different issues. Looks like rolling lines on the stock material and die polishing lines are issue on this coin. If the weight is under that also would not surprise me. But they may have way over polished the dies. Not that the dies look that much weaker, but the polishing left very deep scratches on the fields. The rolling lines show on the tops of the deeper devices. (bust) Not a keeper. More of an educational piece.
